Mrs. Doreen Ndombi Mbingi is the Commissioner, Large & Medium Taxpayers Department (Ag.) at the Kenya Revenue Authority (KRA). Prior to her appointment, Mrs. Mbingi was the Deputy Commissioner for East & South Nairobi (E&SN), Deputy Commissioner for Large Taxpayers Office (LTO), and also Deputy Commissioner for the Kenya School of Revenue Administration (KESRA).
Doreen is a seasoned tax administration and enforcement expert with over 32 years of experience at KRA, specializing in compliance, audit, tax investigations, and enforcement. Throughout her distinguished career, she has played a pivotal role in shaping reforms that strengthened Kenya’s tax administration and enforcement.
She has spearheaded the development of critical tools such as the Business Intelligence Framework, Informer Management Framework, and the Investigation and Enforcement Procedures, which have significantly enhanced compliance and risk management.
Her leadership was instrumental in major domestic tax reforms under the Tax Modernization Programme, where she contributed to the formulation of the Risk Profiling Framework and tax procedure guidelines. As Head of the Large Taxpayers Office, she posted stellar exchequer revenue performance, and also contributed to international and regional tax collaboration as a member of the East African Tax Investigation & Enforcement Committee, where she provided regional leadership in disrupting cross-border tax avoidance and evasion schemes. She also championed setting-up of the OECD Africa Academy for Tax & Financial Crime Investigation to enhance Africa’s capacity to combat illicit financial flows.
Doreen holds a Master of Business Administration (MBA) from the University of Nairobi and a Bachelor of Commerce degree. She is also pursuing a Doctor of Philosophy (PhD) in Business Administration (Strategic Management) at the University of Nairobi, focusing her research on strategic capabilities and organizational performance. She is a member of the Kenya Institute of Management (KIM).
